In 2015, Obama created an Executive Order for the formation of the ISAOs (Information Sharing and Analysis Organizations). What this new branch of the elections process does is it outsources election integrity, processes, cybersecurity, and accessibility to private and public sector Organizations.
One of those Organizations is NASED (National Association of State Election Directors). In some cases, the Secretary of States, or a Deputy SOS of that office is represented there. In https://integritynews.substack.com/p/eac-the-solution-to-the-hanging-chads, I touched on this briefly.
Upon further investigation and research, it came to my attention after reading a piece recently done by Natalie Winters. She pointed out that Matt Masterson, a former CISA Official, is on the Advisory Committee of CTCL (Center for Tech and Civic Life), the Organization that distributed Mark Zuckerberg election grants. He also has been active giving talks for NASED.
Another speaker at the Winter 2020 NASED Conference associated with Center for Tech and Civic Life is Sarah Berlin. She is the Director of The Voting Information Project at Democracy Works.
These associations are not the typical inner workings of the Secretary of State Offices you would expect to find based on the name of NASED. These Representatives infiltrate and dictate to the Election Assistance Commission the processes and recommendations to be followed during voting and functionality of voting machines. Another anomaly I discovered while reviewing the 2020 virtual Conference of the NASED is that the new Director, Rob Rock, has acted as Director of Elections Secretary of State in 3 different States. Rhode Island, Virginia, and Kentucky. There is a Linkedin profile citing one of the States, and verbal attenuations from Christopher Piper, stating that he is Rob Rock, and a State Board Elections Official in Kentucky, while citing the process he implemented in Virginia. There is no record in the Kentucky Election website archive that I can find him in.

Amy Cohen also played a functioning role in coordinating the de-platforming and censorship of Twitter users.
NASED coordinated with CISA to make posters for each State about the methods of reporting violations or incidents to law enforcement and the process as specified in the Tabletop Exercise of unplugging from WiFi, logging in to a website, changing the password, then notifying the EI-ISAC or the FBI.
